I am directed by the Board of Trade to state that they have recently had under consideration the question of bringing to the notice of Lascars and Chinese seamen serv- ing on british ships the fact that the Workmen's Compensa- tion Act, 1906, applies to seamen.

The Board are in communication with the Home Office in regard to the proposal to effect this object by the ex- hibition of notices in the Shipping Offices in Indian ports and at Hong Kong and Singapore. Mr Churchill has already concurred in the proposal to suggest to the Secretary of State for India in Council trat instructions might be given for the exhibition of such notices in the Shipping Offices at the principal Indian ports, and the Board are in com- munication with the India Office on the subject.

I am accordingly to inquire whether in the event of Mr Churchill's concurring in the extension of this pro- posal to the ports of Singapore and Hong Kong, the Farl of Crewe would be prepared to suggest to the Governments of Hong Kong and the Straits Settlements that similar notices should be exhibited in the Shipping Offices at Hong Kong and Singapore.
